Security Council Forced Chebukati To Declare Raila As President Elect, Says Guliye

Recent events in in relation to Supreme court petitions have left many Kenyans wondering who is telling the truth and who is not. According to Team-Raila, the election was compromised but according to Team-Ruto, Raila and his bandwagon lost and tried to intimidate the IEBC boss to declare Raila as the president elect. This, according to Ruto protagonists, did not happen.

On the 27th of August 2022, IEBC commissioner Abdi Guliye’s remarks about the presidential election were made public via reputable vaults of information.

Guliye’s Affidavit Details

According to Mr. Guliye, the National Security Advisory Committee (NSAC) warned the IEBC boss against announcing William Ruto as president elect despite leading in the total tallies from all 291 constituencies.

This information came into light via an affidavit filed at the supreme court by the commissioner Abdi Guliye. He claims that the committee was against Ruto’s win. The security council warning was spearheaded by the principal administrative secretary in the Office of the President Kennedy Kihara, Solicitor General Kenedy Ogeto, Inspector General Hillary Mutyambai and the vice chief of defence forces lieutenant general Francis Omondi Ogola.

What Was the Alleged Scheme?

Mr. Abdi explained in the affidavit that at around 2PM, one hour to Chebukati’s announcement of the presidential results, Noor Gabow – Deputy Inspector General of Police – located Mr. Wafula Chebukati and invited him to a meeting that was meant to change the electoral outcome.

Allegedly, the council demanded that Raila should have been declared as the president elect and that if that was not possible, then over 230,000 votes were to be subtracted and regarded as spoilt votes so as to force a re-run of the presidential elections.

The council explained that failure of this would result in chaos and violence in the nation and that the IEBC boss and his commissioners should do what is best for the country.



Chebukati’s Fallout With 4 Commissioners

Further, Mr. Guliye alleged that the council promised to reward Chebukati well should he have followed their directive.

It was then that Julliana Cherera, the Deputy IEBC chair and 3 other commissioners sided with the security council. After the meeting, four IEBC commissioners made a press briefing at the Serena Hotel Nairobi, where they stated that they would like to distance themselves from the election results due to the opaque nature in which the final tally process had been handled.

Mr. Wafula Chebukati failed to follow the instructions and proceeded to announce Ruto as president elect. This happened at around 5.00PM, two hours later from the set time of results declaration. Chebukati explained to the council that he had an oath to office which required fidelity to the constitution.

Commissioner Guliye stated that at the time, he said that they had a duty to the constitution that they needed to fulfil, regardless of external pressure.
